If you are curious about Commonwealth Pier and arriving in the afternoon, scope out the westerly edge (closest to downtown). If you are arriving on the earlier side of the day, walk up the easterly edge of Commonwealth Pier. There are some free, public spaces and shaded areas that are lovely.

Liberty Wharf has a decent view of a portion of the Inner Harbor. Ordinarily, I'd say avoid it. But with Tony C's closed, the Harborwalk at Liberty Wharf might be more approachable than one would expect for this busy area.
