Statement from Reiny Cohen, Co-Interim Executive Director, Fuse Washington: "Brian Heywood is at it again - using his fortune to run another ballot initiative so he can get out of paying what he truly owes in taxes. This initiative robs funding for the schools where our kids learn, makes health care more expensive, and raises taxes on everyday Washingtonians just so Brian and his rich friends can stay rich. But we see right through him. When he tried this two years ago he lost spectacularly, and he will lose again."

Yet collections for a tax on wealth have smashed records — again. For all the attention on this subject, Washington state has only one new wealth-related levy up and running (a new income tax is still two years away). But the capital gains tax debuted in 2023. It taxes not extreme wealth but profits made from selling assets, mostly stocks (real estate sales are excluded). To pay this 7% tax you first have to book personal profits north of $278,000 — a windfall so rarefied it has blessed fewer than 10,000 Washingtonians each year. So what just happened? The state’s chief economist reports that the latest returns have blown the roof off. “This morning we got the updated numbers for fiscal year 2026 for capital gains … it came in at $1.5 billion,” economist Dave Reich told state lawmakers earlier this month. “So a very significant increase, quite a bit above our forecast from what we had before.”"

Parents will also see additional benefits from the millionaires tax. For example, a working mother who has a toddler and a school-age child and who earns $65,000 a year will no longer be charged sales tax on diapers, baby wipes and other supplies, saving her more than $200 each year. The millionaires tax will make all school meals free, which saves this mom another $1,300 in annual food costs for the school-age child. At the same time, the millionaires tax will preserve funding for the Working Connections Child Care program, which allows this parent to access programs and benefits that will save the family over $30,000 a year in childcare costs.
Financing for the agency primarily comes from the city’s 5 percent corporate tax on payrolls in excess of $1 million. Last year, it brought in $134 million for SSHD, more than the 2.5 times initial projections.

Spokane Mayor Lisa Brown in a Facebook post: "Over $1 million in federal Community Development Block Grant (CDBG) funding will support improvements in neighborhoods throughout Spokane. However, CDBG funding has been eliminated from the President's 2027 proposed budget. This reduction will jeopardize safety initiatives and hinder our ability to address basic community needs. I have joined the United States Conference of Mayors and bipartisan mayors across the country in urging members of Congress to protect the Community Development Block Grant."
Using a similar ballot title from a repeal initiative that has already been filed, the poll found that 59% would vote to uphold the tax. While only 33% said they'd vote to get rid of it. This roughly matches a statewide poll I reported on in January. That survey found that taxing super-high incomes with a 9.9% state income tax is popular across every demographic - young and old, rural and urban. Even a slight majority of Republicans said they liked it.

WHO WOULD PAY THE MILLIONAIRES TAX? The 9.9% tax would only be on household earnings over $1 million per year. So if you made $1,000,001 last year, you would pay a dime! Over 99% of us would not pay this tax at all.
