On Eagle Rock Blvd., the city laid 1/8 mile of asphalt but broke it up into staggered patches to avoid triggering Measure HLA and having to install protected bike lanes. The city then stopped the patch before the intersection to avoid triggering the ADA and having to install updated curb ramps.
