Distribution of this memo is unlimited. ## Copyright Notice Copyright (C) 2026 Célestine Gramaize F4HOF ## Introduction The AX.25 Authentication Header (AX.AH) is used to provide connectionless integrity and data origin authentication for AX.25 datagram (hereafter referred to as just "authentication"), and to provide protection the default calls for the sender to increment the Sequence Number against replays. AX.AH provides authentication for as much of the AX.25 header as possible, as well as for upper level protocol data. However, some AX.25 header fields may change in transit and the value of these fields, when the packet arrives at the receiver, may not be predictable by the sender. The values of such fields cannot be protected by AX.AH. The keywords MUST, MUST NOT, REQUIRED, SHALL, SHALL NOT, SHOULD, SHOULD NOT, RECOMMENDED, MAY, and OPTIONAL, when they appear in this document, are to be interpreted as described in [RFC 2119}(https://datatracker.ietf.org/doc/html/rfc2119). Security services can be provided between a pair of communicating hosts, between a pair of communicating security gateways, or between a security gateway and a host.

In ITU Region 1, the 430.5 and 439.5 MHz frequencies fall within the subbands on which repeaters inputs are allocated. To ensure proper interference mitigation on those channels, the applicant MUST prove ability to monitor the commonly associated duplex frequencies to repeater downlink (+/- 9.4 MHz, +/-7.6 MHz, +/-1.6 MHz and +/-0.6 MHz). For instance: In France, F5ZJT is transmitting on 439.950MHz and receiving on 430.550MHz. With the LEO doppler shift, harmful interference is expected to happen on the Rx band of that repeater. It is reminded, that, in some foreign jurisdictions, Amateur Radio has been granted a primary access on the 434~440MHz band. As far as we're concerned, we intend to monitor and report any interference what will happen with existing facilities. Aside this point, and the fact this allocation falls out of line with the ITU usage coordination, in my humble opinion, I'd be appalled if I were working in a risk management team: 1. Operating alongside motivated hobbyists, which already have proven their ability to reverse engineer and analyze telemetry of space launchers (https://www.rtl-sdr.com/receiving-video-directly-from-a-spacex-falcon-9-rocket-scott-manley-video/) definitely would sound like a liability to me. 2. Through this allocation, you've left a plausibly deniable gap where amateur development of electronic countermeasure development can thrive (and I won't elaborate on the impact on national security, should open-source ECM tools pop here and there in the near future). I hope those points will reach to you, and help you reconsider the use of amateur radio bands for this kind of use. Best regards,
