Democracy is a means of expressing power. When there is no democracy, power is still expressed, just in different ways. Authorities exercise power against the people, and in a revolution, people exercise power against the authorities. Power in lawless places is expressed entirely by violence or by the threat of violence. This is the root of power – the fact that at any time, if we want, we can all be shockingly, appallingly violent to one another. The very young, the very old, and disabled people are limited in their ability to threaten violence or act on it. Understanding this is essential to understanding why democracy is important. There is a recognition of the power of mass violence at the heart of democracy. At any time, we, the crew of our nation, can mutiny and remove the captain. Guillotines are inexpensive, and easy to build and operate. We also recognise that violence is a really terrible way to solve problems, if only because people capable and willing to do the violence necessary to remove a tyrant are unlikely to limit their violence to that one, noble act.
