Ok Clarence so explain the alien enemies act then, which seems to be premised on the supposition that foreigners regardless of whether or not they had a “domicile” here might still be loyal to their home countries. Huh? Huh? Crickets?

In particular Thomas seems to have forgotten that the Alien Enemies Act refers to foreigners “not actually naturalized,” as subject to removal. Which suggests that the founders saw naturalization as being something more important than domicile. avalon.law.yale.edu/18th_century...
