An Open Letter to Leaders of the European Commission, European Council, and European Union (EU) Member States on the EU Methane Regulation Dear President von der Leyen, President Costa, and EU Member State Leaders: As your largest energy suppliers, we are committed to strengthening our economic and strategic partnerships and ensuring Europe’s energy security. We fully support your objectives of increasing EU economic competitiveness, prosperity, sustainability, and energy security through provision of reliable energy supplies for the European Union and its citizens. It is with these shared goals in mind that we write to urge the EU to take swift, necessary actions to clarify and to adopt targeted amendments to the EU Methane Regulation (EUMR), some of which have already been requested by several EU Member States, industry, and members of European Parliament. These amendments should also be preceded by the: (i) adoption of a stop-the-clock mechanism, to provide time to develop necessary methodologies and compliance pathways that work for all; (ii)grandfathering of new contracts signed while these additional legislative adjustments are underway; and (iii) removal of penalties for noncompliance during this transitional period.

MORE SPECIFICALLY, THE NEW CAP SHOULD 1. Phase out untargeted hectare-based direct payments over the coming two CAP programming periods, to provide farmers with the necessary time to plan the transition of their business; 2. Link payments to real farm needs and structures, prioritising income support for farms with the highest environmental and social value; 3. Set a degressive payments system - with subsidies decreasing the larger the size of a beneficiary’s farmland becomes - and maximum limits to CAP subsidies that a single entrepreneur or company can get, in line with the average farm income or size in each Member State; 4. Earmark a substantial part of the CAP budget to support environmental and climate action - starting from the current 32% to reach at least 50% by the end of the current CAP programming period. It also calls on countries to “Transitioning away from fossil fuels in energy systems” by 2050 in accordance with the science. “A crucial part of this historic deal is truly made in Europe,” von der Leyen rejoiced. “The whole world endorsed our 2030 targets: to triple renewable energy and to double energy efficiency, both by 2030.” EU climate chief Wopke Hoekstra also spoke of a historic decision, saying it will set in motion an “irreversible” transition away from fossil fuels. “With that, we have achieved what we set out to do: keep 1.5 within reach and mark the beginning of the end of fossil fuels,” he said on social media platform X.
