I first heard a history of the chains, and the NPS's long silence on them, from Dr. Joy DeGruy, in 2021. The evidence of the statue's origins as a symbol of liberation was only publicized after 2011. The US committee that rejected the anti-slavery gift included Harvard eugenicist Louis Agazziz
