Carmack is simply describing a "hit-driven" business where exceptionally successful projects/units fund other more marginal, experimental or beloved (less tangible-value) work., the status quo in all culture industries since publishers and patrons began investing in books & theatre, if not earlier.

So you can read his statement two ways: a) naive engineer who doesn't know better: "welp, no more culture, everything better turn a profit now" b) cynical guy with biz buddies: "don't think about over-expansion or tiny % of portfolio; never blame owners for trimming luxuries, that's how it goes"
