For Black History Month we are spotlighting notable African-American contributors to Wisconsin's legal history. Every week will focus on a different historical figure. William T. Green, born 1860, emigrated from Canada to Wisconsin in 1887 and quickly became a leader in Milwaukee's African-American community. He was one of the first black graduates from the University of Wisconsin Law School when he graduated in 1892. Until his death in 1911, Green was the only black lawyer in Milwaukee, and the only black member of the Wisconsin Bar Association. After establishing his own practice in Milwaukee, Green was one of the organizers of the Union League of Wisconsin. Modeled after the Union League of Philadelphia, the organization was a patriotic society dedicated to the Union and the policies of President Abraham Lincoln. In service of those principles, Green represented Owen Howell in what would become the landmark civil rights case, Howell vs. Litt. Owen Howell was denied seating at the Bijou Opera House in Milwaukee, and William T. Green took his discrimination case to the Wisconsin Supreme Court. Green was the first black attorney to argue a case before the Wisconsin Supreme Court, and the Court found in favor of Howell, that discrimination based on race is illegal. The lawsuit led to Wisconsin's first civil rights law, the Civil Rights Act of 1895. Green drafted the Chapter 223 bill, which became the foundation of modern civil rights law in Wisconsin. William T. Green made Wisconsin a better place through his principled and unabashed support of equal rights for all.
