During a cost-of-living emergency for families and small businesses, Senate Republicans today — over bipartisan opposition — pushed through legislation that puts the interests of the President over the pocketbooks of the American people. This bill expands a partisan slush fund for ICE, allows the President to continue his extravagant golden ballroom project, and paves the way for the President to roll out his $1.8 billion taxpayer-funded giveaway to January 6 insurrectionists, convicted criminals, and other political allies. Granite Staters and Americans see the President’s failures every day on gas station signs, grocery store receipts, electric bills, and at the pharmacy counter. They’re exhausted and need relief now.

The Department of Homeland Security’s mission is to keep our country safe, secure, and free. Over the past 14 months, the Trump Administration and Secretary Noem have shown a blatant disregard for the rule of law and lost the trust of the American people. I voted against Senator Mullin’s nomination today because the confirmation process did not give me confidence that he will make the fundamental, necessary changes at the Department of Homeland Security demanded by the American people.

I join all Americans in praying for the U.S. service members who are in harm’s way today, a day on which President Trump recklessly and unilaterally decided to enter our country into another foreign war. The Iranian regime is one of the world’s largest state sponsors of terrorism, and it poses a threat to its own people, the security of our country, and the security of our allies around the world. But confronting this threat, and keeping our service members safe in the process, requires the support of the American people through coordination with Congress, which has the sole power to declare war under our system of government. Today’s strikes against Iran were launched by the President without any pretense of seeking — much less obtaining — the consent of the American people through their representatives in Congress. His failure to follow the Constitution in this regard increases uncertainty, creates disunity at home and abroad, and ultimately weakens us. Now, our country is engaged in a war of unknown length, with potentially enormous and far-reaching consequences. President Trump’s action will likely destabilize the region, may well undermine America’s security, and puts the lives of our troops at great risk.
“Granite Staters and Americans have been clear: ICE’s actions under President Trump are not making our communities safer. The horrific videos of the killings of Renee Good and Alex Pretti by masked federal agents are undeniable evidence of an agency that urgently needs additional oversight and reform. “I will vote against proceeding with this week’s bill to fund the Department of Homeland Security because ICE needs to significantly change the way it is conducting itself — and Congress should be doing everything it can to make sure that happens. “It is now on Republicans in the Senate to listen to a majority of the American people — and their own constituents — and work in a bipartisan way to keep the government open and reform ICE. The Senate should vote on the other bipartisan government funding bills, and Speaker Johnson should call House members back to the Capitol to do the same. “At the same time, we should come together in a bipartisan way to continue work on DHS funding. There are commonsense, straightforward measures that we can take to rein in ICE’s outrageous behavior, including ensuring that ICE agents wear body cameras, that people are being provided due process and are not arrested without a warrant, that American citizens are not being detained and targeted by ICE, and that ICE agents meet the basic professional standards that I know New Hampshire’s law enforcement officers are proud to uphold every day. “Our immigration enforcement should be focused on removing violent undocumented criminals and others who pose a serious threat to our communities. President Trump has instead caused a confrontation with local law enforcement in states across the country that is making us less safe, and it needs to stop.”

Like many Americans, I have watched the video of yesterday’s lethal shooting in Minnesota by an ICE agent of a U.S. citizen. My thoughts today are with the victim’s family and the people of Minneapolis. The video raises deep concerns and in any responsible administration would prompt a thorough, transparent, and impartial investigation. Sadly, I do not have confidence that the Trump Administration will act responsibly and actually investigate this terrible incident in a way that is consistent with the rule of law and American values. The first job of government is to keep people safe, which requires a widespread commitment to the rule of law and dedication to building a professional, responsible, and well-trained public safety force. The vast majority of public safety officials in the United States do their job with professionalism and integrity, and I hope that the administration will abandon some of its current practices and restore America’s confidence in the rule of law.
