I NEED to know how who was in charge of making sure this car miniature had A Chrome advert on it and how much Google had to pay (I believe the actual car had a Chrome advert, too, but surely they have to negotiate the merchandise, too?)

I think all the merchandise miniatures are handled by the people who do the negotiations for the ads in the first place. „Your logo will be shown on licensed toys“ is part of the deal
