Overrode by Republican legislature. ➡️ 2010 - Puppy-mill cruelty statute setting standards for breeders and making puppy mill cruelty a misdemeanor. Republican legislature repealed or watered down the law just months later. ➡️ 2011 - Statutory initiative funding public schools using casino revenues. Repealed entirely by Republican legislature 6 months later. ➡️ 2020 - Constitutional amendment to expand Medicaid coverage to low-income adults. Republican lawmakers delayed implementation, diverted funding, and fought the initiative until the state Supreme Court forced funding about a year later. ➡️ 2020 - Constitutional amendment imposing ethics reforms on the legislators and their campaigns. Republican legislature dismantled most provisions, reverted to partisan redistricting, and loosening ethics standards. ➡️ 2024 - Constitutional amendment protecting abortion and reproductive healthcare through fetal viability. Republican legislature passed a referral vote for a new constitutional amendment reinstating the abortion ban. A George W. Bush appointed judge reinstated the original amendment. Now, MO Republicans put Amendment 3 back on the ballot in in August 2026. ➡️ 2024 - Statutory amendment to phase in $15 minimum wage, tie to inflation, and require employers with 15+ employees to provide sick leave. Kehoe signed HB 567 repealing sick leave and inflationary adjustments to the minimum wage.
