The actual AMA CoE code governing this is probably Opinion 1.1.5 as well as Principle III, but I want to see if there's case law/examples before yelling at them. Because it is _not_ illegal. The EO threatens _funding_, and that's not considered anywhere in the AMA guidance that I can find.
