It's critical that employers, governments, and workers' organizations work together on comprehensive non-discrimination measures in businesses, in government, and also in workers' organizations themselves, so that there is a broad understanding that we need to include everyone for this agenda to be fully successful, and especially including those who are most left behind. So we talk about women workers, we talk about workers with disabilities who can make great contributions to the overall work environment, to government, and also as employers themselves. We talk about the formal sector, but of course, we have to include the enormous informal sector who tend to be those who have least protections of all workers. That's one strategy, but there are many ways of including everyone, and we all need to be working on that and be aware of it at all times in every action that we take.
There's an opportunity for workers to participate in decision-making, and our particular concern in the workers' group is the issue of jobs, job contracting, and the informalization of jobs. The second one is the issue of wages, and we look forward to institutionalizing the concept of a living wage, which is mandated by law. The third one is the issue on rights, particularly the right to self-organization, to organize unions, to collective bargaining and negotiation, and, of course, the power of the workers to exercise the right to peaceful concerted activities, including the right to strike.
The most critical challenge is the nature of adaptation itself. Transformations going on in the world of work, primarily those that are technology driven, are happening so fast. The first problem is the acceleration of these changes and they are happening all at the same time with such a broad scope. So those two challenges the pace and acceleration of transformation and the scope of transformations, and as a result of that the traditional institutions for change government institutions as well as the linchpin of labour market governance with tripartism need to respond more rapidly to these changes.
Unions, employers, governments and academia from across Asia and the Pacific met in December in Manila, Philippines to discuss strategies for shaping the New Social Contract and the future of work. The two-day conference organized by the ILO's Bureau for Workers' Activities focused on redefining economic and social policies in light of rapid global changes, from technological advancements to climate challenges. Central to the agenda were key principles such as collective bargaining, freedom of association, and strategies to protect workers in non-standard forms of employment. This ILO Conference on the New Social Contract is a part of the series of regional discussions organized by ACTRAV around the globe to prepare trade unions contributions towards the upcoming debate at Second World Summit for Social Development in 2025.
