Third, and finally, the language used by Assistant Attorney General Dhillon, the first signer of the October 3rd letter, in her social media post on that date is strong language of a threatening nature. As noted, Assistant Attorney General Dhillon preceded her reposting of a Nick Sortor comment with Dhillon’s own comment: “Portland: It’s FO time. Buckle up.” ECF 524-1 at 1 (emphasis added). That is neither language nor tone of a good faith investigation by the United States Department of Justice. Instead, it exhibits all the hallmarks of a threat and attempted intimidation.

Joint Statement from Washington County District Attorney Kevin Barton and Multnomah County District Attorney Nathan Vasquez February 6, 2026 The Oregon Supreme Court issued an opinion yesterday in State v. Roberts requiring the dismissal of criminal cases where the state has failed to provide a court appointed attorney within 60 days for misdemeanors and 90 days for felonies. The immediate effect of this decision is the dismissal of 1,465 cases statewide, including 915 in Multnomah and 263 in Washington County. Cases subject to dismissal include crimes such as drug trafficking, aggravated theft, firearms and weapons offenses, felony DUII, and strangulation. This will cause real pain and harm to victims and the public. We respect the decision and agree that a defendant's right to an attorney is essential. However, we also believe a victim's right to justice, the public's right to safety, and Oregonians' right to a functional public defense system are essential as well. The Court in

Macadam Avenue, near the comer of Southwest Moody Avenue and Southwest Bancroft Street in Portland, Oregon ("Portland ICE Building"): a. No Enjoined Person may direct or use chemical or projectile munitions, including but not limited to kinetic impact projectiles, pepper ball or paintball guns, pepper or oleoresin capsicum spray, tear gas or other chemical irritants, soft nose rounds, 40mm or 37mm launchers, less lethal shotguns, and flashbang, Stinger, or rubber ball grenades, unless the specific target of such a weapon or device poses an imminent threat of physical harm to a law enforcement officer or other person. b. No Enjoined Person may fire any munitions or use any weapons (including those described above) at the head, neck, or torso of any person, unless the officer is legally justified in using deadly force against that person.

In the last year, we've continued that mission by filing a new wrongful death case while continuing to litigate our other cases. Our project relies on the hard work of lawyers, legal professionals, investigators, co-counseling law firms, and brave plaintiffs. In April, in partnership with Levi Merrithew Horst PC and Albies & Stark LLC, our client in the wrongful death case of Immanueal Clark reached a record $3,750,000 settlement with the City of Portland and Portland Police Officer Sathoff. This case exposed systemic issues of over-policing of Black Portlanders, the inadequacy of the police accountability system in Portland, and the dangers of officers being deployed with AR-15 assault rifles. On November 19, 2022, PPB decided to do a high-risk felony stop on a vehicle they suspected had been a part of an armed robbery. It was not the same vehicle nor did the individuals meet the description provided by the victim. Officer Sathoff, along with other PPB officers, pulled up behind Mr. Clark's vehicle in a darkened parking lot. Startled, Mr. Clark ran. Officer Sathoff shot Mr. Clark in the back with his high-powered rifle. Mr. Clark died the following day. Despite an internal affairs investigation finding that Officer Sathoff violated training and directives, the City 8 2025 ORC ANNUAL REPORT of Portland chose to find him in compliance. Our staff became involved shortly after the shooting and began investigating the matter. In August, our client Hannah Ahern settled with the City of Portland and Det. Erik Kammerer for $62,500. This case exposed how PPB used contrived charges of disorderly conduct to arrest protesters…

You said, "Stick a uniform on someone or tell them they've got a very special mission, and unless the public has the means of reining that in, its just unacceptable vigilantism." 1 am deeply concerned with what you said for several reasons. The first being you have never even spoke to us. Not in person, zoom, call, text of phone. You read some quote somewhere, assumed it to be the truth and them referred to us as vigilantes. That is at the very least unprofessional. We work very closely with our homeless/houseless population and when they read that they may resist accepting help from us and others. Why you ask? Because there is a strong mistrust in the system. Only with trust established can we do the real work necessary to help them. I don't know if you have any experience working with the homeless but what you said was bad.

"That tradition has deep roots in our history and found early expression, for example, in... the constitutional provisions for civilian control of the military." Laird v. Tatum, 408 U.S. 1, 15 (1972); see also James Madison, Address to the Constitutional Convention (1787), reprinted in 1 Records of the Federal Convention of 1787, at 465 (Max Farrand ed., 1911) ("A standing military force, with an overgrown Executive will not long be safe companions to liberty. The means of defence [against] foreign danger, have been always the instruments of tyranny at home."). This historical tradition boils down to a simple proposition: this is a nation of Constitutional law, not martial law. Defendants have made a range of arguments that, if accepted, risk blurring the line between civil and military federal power to the detriment of this nation.
