according to RCW 46.61.500, "Any person who drives any vehicle in willful or wanton disregard for the safety of persons or property is guilty of reckless driving," which is a gross misdemeanor. hit someone and cause "substantial bodily harm to another" and it's a felony (RCW 46.61.522)
