I suspect because amenities cost money. And probably also to discourage those who lack homes from sticking around. Oh man there’s so much that needs fixing in the USA.
The Burger King opposite La Intendencia in Central Montevideo is quite nice, and the burgers and fries are just delicious. A bit pricey alas...but that's true stateside these days too.
