The owner of the property has since been repeatedly denied building permits for a condo.

Would be fun if in situations like this the city permitted the much needed new housing but then captured 100% of the uplift in land value from the upzoning. Win-win for housing supply and revenue for the city, but no incentives for landowners to burn down old properties.
You mean to suggest the property was burned down intentionally?
