IPFS utilizes "blocks", but it isn't a blockchain. Blocks are merely chunks of data that are identified by a CID. Bitswap is an IPFS subsystem that directs the requesting and sending of blocks to and from other peers in the network. Learn more here: https://docs.ipfs.tech/concepts/bitswap/
