The incomes of 35 households remained below the MBM-DIP. All households in British Columbia and Saskatchewan remained below the MBM-DIP and all had slight declines in adequacy. Slight declines were also seen in three of the five households in Manitoba and three of the four households in Ontario; the others remained essentially unchanged.

Findings Drawing from interviews with allowance recipients and residence staff, this study reveals three key manifestations of neoliberal ableism in how institutional assistance policies are implemented and experienced: (1) the acceptance of inadequate shelter and food provisions by institutions, particularly in for-profit settings; (2) the enforcement of material deprivation through low allowance rates that make it nearly impossible for recipients to afford basic necessities; and (3) the perpetuation of social isolation through policies that restrict access to communication technologies. These findings demonstrate the essential role that social assistance plays in maintaining extractive institutional care systems which profit from the segregation and impoverishment of disabled people, and highlight the stark disconnect between policy discourses about institutional care and the lived realities of recipients.
Data sources and methodology Target population The population covered by the CSD consists of all persons aged 15 and over as of May 11, 2021 (Census Day), who reported having a difficulty or long-term condition to the Activities of Daily Living (ADL) question on the 2021 Census of Population, long-form questionnaire. The ADL is a multi-step question with six parts and is asked of persons living in private dwellings in the 10 provinces and the 3 territories. Persons living on First Nations reserves are not included, nor are those living in collective dwellings, such as institutional residences and Canadian Armed Forces bases.

Method Dissolve the sea salt in cold water to make a brine. Wear gloves to prevent your hands getting stained. Poke a fork through each walnut 2 or 3 times, this will ensure the brine penetrate the whole walnut. If a fork won’t go through the walnut, discard it. Cover the walnuts in brine and leave to ferment for 8 days at room temperature. Use a weight to ensure the walnuts stay submerged in the brine. Drain the brine, place the walnuts on a baking sheet or tray. Leave them outside in the sunshine for a day or until they turn uniformly black. Pack the walnuts into sterilised jars. Bring the ingredients from step two to a boil and pour over the walnuts leaving a little headspace at the top. Seal and keep in a cool place for a 4-6 weeks before eating.
