- ICE had no authority to tell her to get out of the car.
- ICE had no authority to tell her not to move her car.
- ICE arguably didn't even have authority to tell her *to* move the car. They have no jurisdiction over traffic violations. If they can drive past her, that's the only lawful action they can take.
- He violated protocol by standing that close to the car.
- He violated protocol by moving in front of the car.
- He violated protocol by handling his gun and phone at the same time.
- He violated protocol by not stepping aside when she began to move her car.
- He committed murder when he shot her in the face instead of simply stepping aside.
- And if this still isn't clear, he obviously intended to commit murder when he shot her two more times *through the driver's side window*.
