Police staffing has grown substantially over the long term, but staffing has not kept pace with population expansion. While the number of sworn officers roughly doubled since 1980, the rate of officers per 100,000 residents peaked in 2009. Staffing dipped after 2020 and hiring began to rebound in 2022, but it has not fully returned to pre-pandemic levels. Because crime has fallen sharply since the 1990s, and staffing levels have increased, the number of officers relative to serious crime is much higher today than in 1980. The ratio of officers to reported serious crimes is now more than 3.5 times higher than it was 45 years ago. Police spending has increased significantly, but its share of government budgets has remained stable. Spending on police continues to account for just over 3% of total state and local government expenditures.

BOARD OF ELECTIONS ISSUES REMINDER FOR TIMELY RETURN OF MAIL BALLOTS SPRINGFIELD – (Feb. 26, 2026) Illinois voters planning to vote by mail should be mindful of postal service postmarking procedures and ballot return options to ensure their votes are counted in the March 17 primary election. Under Illinois law, vote-by-mail ballots delivered through the United States Postal Service can only be counted if they are postmarked on or before Election Day and arrive within two weeks after Election Day. Voters who use the postal service to return their ballots should be aware that a ballot dropped in a mailbox or handed to a letter carrier will likely not receive a postmark until the mail is processed at a regional facility, usually a day or two later. Voters returning ballots by mail close to the March 17 primary are advised to visit a postal service retail location and have their ballot manually postmarked. Most of Illinois’ 108 local election authorities also offer secure drop boxes that allow voters to return their ballots without putting them in the mail. Information on drop box availability and locations is posted on the Illinois State Board of Elections website. Voters also may return their marked mail ballots in person to the office of their local election authority. Those wishing to vote by mail have until March 12 to request a ballot from their local election authority. Applications and election authority contact information can be found on the SBE website.

Public Libraries Across Illinois to Stock, Administer Opioid Overdose Reversal Agents Order from IDPH Director Vohra expands access to lifesaving intervention SPRINGFIELD – The Illinois Department of Public Health (IDPH) has issued an updated standing order which adds Illinois public libraries to the list of locations that are permitted to keep a supply of opioid overdose reversal agents on hand, and to allow trained staff to administer them in the event of a suspected overdose on their premises. The revised standing order will make it easier for libraries to comply with new provisions of the Illinois Local Library Act which will take effect on January 1, 2026. The order, which was signed by IDPH Director Dr. Sameer Vohra, builds on his previous standing order from January 2024 which allowed schools to maintain a supply of reversal agents to help counteract the effects of an opioid overdose. A standing order is a pre-approved written protocol from a physician, such as the Director of Public Health, that allows health care providers to provide certain care, medications, or other treatments without needing a new, individual order for each patient, improving efficiency and timely care. Under the updated standing order, libraries can now obtain naloxone or nalmefene, FDA-approved opioid reversal agents, without a prescription. In the event that someone on the premises shows signs of a possible overdose, the medication can be administered by a staffer who has undergone appropriate training. “Medications like naloxone save lives, but only if they are readily available when needed,” said Director Vohra. “With this updated standing order, community institutions like public libraries will be able to respond quickly and effectively to an overdose emergency. Expanding access to these lifesaving interventions improves the chances of recovery and strengthens our collective ability to build a more responsive, compassionate public health system.”

Since 2022, ICE has been under a consent decree that stipulates immigration agents cannot arrest people without warrants in the Chicago area unless there’s reason to believe someone is in the U.S. illegally and would flee before a judge could issue an arrest warrant.

BROADVIEW - This morning, a number of individuals repeatedly blocked a street outside of the Broadview U.S. Immigration and Customs Enforcement (ICE) facility. After providing repeated instructions and opportunities to move to the designated protest areas, 11 individuals were ultimately arrested. Numbers are subject to change as more information becomes available. Blocking the street and occupying areas outside of the designated zones presents a serious public safety hazard, hampers residents’ ability to navigate their own Village, negatively impacts local businesses, makes it difficult for third parties (such as lawyers) to enter the facility to support detained individuals, and creates a dangerous situation where fast-moving vehicles are encountering people. There are two designated protest areas outside the ICE facility. These areas were established to allow people to exercise their First Amendment rights, while protecting public safety. The designated areas were also established to allow residents and businesses access to their homes and buildings without the risk of potentially hitting someone in the street, and to limit disruptions to those residents and employees. The area south of the protest areas are local access only for local businesses and residents. Illinois law provides that individuals cannot stand on a road and obstruct traffic. Law enforcement officers at Broadview will continue giving clear and straightforward directions and commands to crowds, along with numerous opportunities for individuals to comply, in keeping with de-escalation best practices and state and federal law. Law enforcement will transport arrested individuals to either the Broadview Police Department at 2350 S. 25th Avenue in Broadview or the Cook County Jail at 2700 S. California Avenue in Chicago. It’s unclear exactly how many drugs are entering IDOC facilities through the mail, according to data obtained by WTTW News. From January to mid-December of 2024, 779 synthetic cannabinoids were discovered, according to data. The “point of discovery” for that drug type was 188 by mail, while 410 were discovered “in cell” and 156 were discovered “on person.” That data also showed there were 419 suspected synthetic cannabinoid overdoses last year, of which 229 were “staff exposures.”
