Was born April 30, 1949 in Jefferson City, Tennessee and graduated from Bearden High School 1967. As a senior Phil led the Baseball Bulldogs to their first Regional Championship. Phil attended the University of Tennessee on a baseball scholarship. In 1970 he led the Southeastern Conference in home runs and was named to the ALL-SEC first team.
In 1995, Phil was elected to The University of Tennessee Baseball Hall of Fame.
Phil was drafted by the Oakland Athletics in the first round of the 1971 amateur draft. His Major League debut was September 10, 1973.
In his sixteen year major league career he played for the Oakland Athletics, Pittsburgh Pirates, Houston Astros, Los Angeles Dodgers and San Francisco Giants. Phil was voted to the All-Star team three times 1976, 1980 and 1981.
The Pittsburgh Pirates won the 1979 World Series. Phil played all seven games and batted .500, 12 for 24, which was a World Series record.
He was part of 24 double plays = a World Series team record.
Phil managed in the Major Leagues for sixteen years:
1992-1999 Milwaukee Brewers, 2000-2002 Detroit Tigers,
2004-2007 Houston Astros: In 2005 he became the first Houston Astros manager to skipper the club to a National League pennant and reach the World Series.
In 2006 Phil managed the National League All-Star team.
