DC wants to be (ecologically at least) a swamp/delta given approximately where it is in relation to the coastline and (Potomac) river, and distance to the equator. Duckweed and algae shall always rule so long as there’s wind and ducks.
I am nervous about putting this thought into writing but I think the only way you get that pool to clear is to chlorinate it
