If you reject all of that, you have no choice but to build the mutual trust for students to voluntarily refrain despite no credible threat of enforcement.

Autotypers can forge iteration on failed tests, errors that persist for a long time, adding debugging to find a bug then cleaning it up, etc. Workplace screen/keylogging (like at Meta) is training data for forging plausible interaction. Commercial course surveillance will be further training data.
