Actually found something kinda weird. It's a PS1 CD-R, "Arcade Party Pak" scribbled on it, but it boots to this menu. Some of the games (Gorf, Satan's Hollow) don't load at all, Smash TV doesn't have music. None of the collections Digital Eclipse did for PS1 would have this many games on it.

That seems to be an early build of Arcade Party Pak, which only shipped with six games. The Midway logo is cropped all wrong and the Atari logo is on the opposite side.

It most likely is a proto; former DE lead Jeff Vavasour mentions on his site that during development they had gotten a bunch more games emulated, but ultimately weren't able to include them for certain reasons.

Is Toobin’ as awesome as I remember it being? I was probably under or around 10!years old when it was on NES, but I remember it being a rare multi-rental selection for me back then. I hold it in high esteme despite not playing it since 1992 or something.

they released Arcade Party Pak in 1999 which has pretty much the same UI and includes half of those games so maybe you've got an early build of it that had more games planned? en.wikipedia.org/wiki/Arcade_...

The menu on the retail version of Arcade Party Pak looks like this. So I guess at one point they wanted to put more games into this and... didn't? Can't pack too much value in these collections, that'd be ridiculous!
