Rejecting MLB's proposals that would demolish the current system by shrinking the draft, slashing benefits by hundreds of millions, and removing all players' right to negotiate, the MLBPA offered a framework that would maintain the economic structure of the Rule 4 draft, provide lower-revenue clubs enhanced access to amateur talent, and provide millions in benefits to such clubs that achieve succeed on the field.

One of the Washington Nationals’ top prospects has agreed to sell a percentage of his future baseball earnings to a startup called Agentiq, the latest company seeking to build a platform for public investment in professional athletes. Ronny Cruz, an infielder with the High-A Wilmington Blue Rocks, is the first pro to sign a deal with Agentiq. Under the agreement, a copy of which was attached to the company’s filings with the SEC, Agentiq has agreed to pay Cruz up to $1.2 million, and provide some branding support, in exchange for up to 10% of his future on-field earnings in both the minor and major leagues. The contract’s language gives Agentiq royalty-free use of Cruz’s NIL for promotional purposes and requires Cruz to repay the investment with interest if he retires within the next five years for any reason other than illness or injury.

Statement on MLB’s Amateur Entry Proposals Today, MLB made another set of proposals that are flat out bad for baseball, ones that would cripple the next generation of players and damage the future of our game. They would, among other things: - Eliminate over a billion dollars in player compensation from the international and domestic system over the next five years, with a $400 million reduction from 2026 to 2027 alone. - Destroy fundamental player rights and remove talent from our sport by barring high school and junior college players (anyone under age 20) from the domestic draft.  - Abolish an entire year of international signings by delaying the first draft until at least September of 2027 (and as late as March of 2028), denying young international players the ability to start their professional careers. Players remain committed to bargaining in good faith and leaving baseball better than they found it – the league’s proposals fall woefully short.

DISCIPLINE ISSUED TO RED SOX AND NATIONALS Discipline has been issued to members of the Boston Red Sox and the Washington Nationals as a result of the on-field incident that occurred in the bottom of the fourth inning of Tuesday night’s game at Fenway Park. MLBPA Makes Transaction Proposals to Benefit All Players and Build upon Industry Momentum NEW YORK, July 1 -- The Major League Baseball Players Association (MLBPA) today made a series of proposals under the umbrella of transactions, rosters and access to data as part of the ongoing collective bargaining negotiations with Major League Baseball. The current Collective Bargaining Agreement expires in December. Today’s proposals are designed to improve the game, protect players’ health and safety, strengthen the free market, and provide meaningful support to our full fraternity. Among the key components proposed by the MLBPA: Expanding MLB active rosters from 26 to 28 (14 pitcher maximum) for the first 15 days of the championship season—designed to protect player health in the lead up to and just after Opening Day, and provide additional major league job opportunities for players coming out of Spring Training. Allow for placement of players on the 60-day IL as early as the November tender deadline—designed to open additional 40-man roster spots for clubs to utilize in their offseason, particularly to replace players with known and lengthier injury recovery timelines.

The Athletics’ Zack Gelof said that fans are a large part of baseball and that fans want to see the game played at the highest level. Players do not desire a lockout, but will fight against the cap/floor system proposals for as long as MLB continues to present it as a boon for players and the league. He said the league can skew the numbers all they want in its favor, but that the actual numbers do not show a cap/floor system benefits players. “I feel like it’s not about sides, but whenever you have the fans on your side, per se, it feels good,” Gelof said. “I feel like we’re fighting for something, the owners are fighting for something else. The fans want to watch baseball and we want to play baseball, but at the same time, we don’t ever want to be in a cap system, just like every other sport.” The league recently used its social media pages to post bullet points from its last proposal and pin the posts to its Instagram and Twitter accounts. These efforts were met with criticism and comments noting that posts were taken down and reposted multiple times. As of publication, the posts are no longer pinned.
Players are aware of the league’s strategy to get fans on board with a cap/floor system and know how the league is utilizing media to get through to them. “They are doing a good job at sending pointed messages at the fans,” the Royals’ Vinnie Pasquantino said in a text message. “Thinking that we will cave on a salary cap if enough fans start to put pressure on us. Everything they are doing publicly has a purpose. They aren’t including everything in their proposals publicly, just bits and pieces.”

Last week, in MLB’s regular meeting with its fan council, the league’s Executive Vice President of Baseball Economics & Operations, Morgan Sword, presented and discussed competitive balance with members. Sword showed data from a Morning Consult poll saying 80% of fans polled were in favor of a cap/floor system. Previously, Caplin presented on competitive balance to the fan council last November. MLB did not respond to requests for comment regarding Sword’s presentation to the fan council. Fans themselves have called MLB’s motives into question regarding the competitive balance argument. MLB also did not return a request for comment for this.
Meyer: I've said it publicly. Players have said it publicly. It's no secret. We believe a market system is the best way to reward players for the enormous value they create and they create the value. Recognizing that our system is not a perfect market system and it's flawed in many ways, we've made proposals designed to try and address those things from our standpoint. In our view, that we have by far the best system for players in any of the sports. We think it's actually the best system for fans in any sport as well. And we believe that that a market based system is is the fairest and best way to operate. And it doesn't mean it's not perfect.

In a fact sheet issued by MLB, the league’s proposals include a “historic increase to minimum salary” and that “minimum salaries will grow with the Salary Cap and Floor in future years.” The proposal also includes elimination of deferred compensation. However, MLBPA interim director Bruce Meyer described it to the media as a salary cap on individual salaries. “In addition to those [cap] proposals, I mean, they, they they included some new proposals that are bad for players,” Meyer said, “including an individual salary limit, or to think of it as yet another salary cap — a limit on the length of a contract, elimination of the ability to negotiate deferred compensation, limits on signing bonuses, performance bonuses, the limits on the ability of veterans to enter into extensions.”
"Advantages for Clubs Attempting to Re-Sign A “Cornerstone Player” • To address the goal of teams being able to retain their superstars, MLB proposed a “Cornerstone Player” advantage for the current team to provide them the ability to offer the largest contract (similar to the NBA’s “Bird Rights”). • Teams signing a free agent will be restricted to a contract that covers a maximum of 5 seasons and a maximum first-year salary of 15% of the Cap ($202 million total guarantee for a deal starting in 2027). However, a team re-signing its own player may offer a contract covering up to 6 free agent years with a maximum first-year salary of 16% of the Cap (for a total of $265 million for a deal starting in 2027).2 o Maximum contract length applies to free agent years only (as projected at the time of signing), so players under reserve would still be permitted to agree to longer-term deals (e.g., Konnor Griffin, Kevin McGonigle, Roman Anthony, etc.) with the maximum total guarantee determined based on the player’s service. Key Highlights of MLB’s Reserve System Proposal Earlier Access to Free Agency • MLB will accept the MLBPA’s opening proposal to reduce the period of reserve to 5 years for 30-year-old players, decreasing the period of reserve below 6 years for the first time since the reserve system was introduced in 1976. • 48% of players with 5 years of Major League Service during the current CBA would have reached free agency a year earlier had this rule been in effect. • 354 players on current Major League rosters (as of June 25) are projected to reach free agency a year earlier based on this provision. • Under the MLBPA’s proposal, a Club could re-sign such a 5 MLS player to a one-year contract with a salary equal to the average of the 125-highest paid players ($22.025m in 2026). Only 5 of the 136 players that would have reached free agency earlier under this provision following the 2022-2025 offseasons (34 per year) ultimately signed for an AAV at or above the tender figure that would have applied in their 5 MLS season when they reached free agency. • This change to free agency eligibility would take effect beginning with the offseason following the 2027 season (i.e., the first offseason fully covered by the new Basic Agreement). There would be no phase-in period.
Statement on Today’s Bargaining Session After making a series of proposals to reduce player compensation by billions of dollars, eliminate fundamental rights with a salary cap, and destroy the amateur entry process, Major League Baseball and team owners are now attempting to distract from the true impact their plan would have on baseball. These misleading offers are designed to look like ‘improvements’ but are of little or no value, given they are expressly conditioned on agreement to the league’s cap system which eliminates the free market, and ensures gains for one player only come at the expense of another. The league also introduced a litany of additional restrictions on player rights – limiting salaries, contract length, performance, award, and signing bonuses. While MLB claims to be acting in the interest of fans, their proposals thus far are entirely consistent with owners’ long-held goals: suppressing player salaries and maximizing club profits.  Owners’ attempts to pit players against players are nothing new, but they've failed in the past and will fail again now, because PA members remain unified. We are committed to achieving a fair deal that protects the rights of all players, promotes competition, and leaves our game better for future generations.
