there seems to be a shared API for timetable data, but certain countries seem to be missing from it. for example, in the SBB app, looking for any connections in the Baltics yields no result. At the same time it can find even very long routes across the continent.

For some connections it still struggles seemingly due to their length. Porto-Paris, Porto-Marseilles, Barcelona-Chisinau, all give an error despite there being connections that the app is otherwise aware of.

Yes. All these tools are based on UIC Merits. And Baltics aren’t in it. Timetable data sharing works better than ticket data sharing though.
