9/ Even within regions, the disparity is clear. In London, 30% of non-FSM 28 year olds are in the top 20% of earners. FSM it is 18% But in the North West, only 7% of FSM are in the top 20%. This is 10% lower than non-FSM. Yes, the London effect is a thing, but it does not account for this!
