Is there something about iOS that can easily cause this? I’ve been trying to nail down a good bug report for Instapaper, where kerning around some punctuation specifically is borked.

These are likely 2 different issues. The first is simply that application of pairwise kerning tables is turned off, a trivial change to fix if reported to the app developer. The 2nd may be poorly chosen sidebearings in the typeface, _or_ a bug in the layout engine—both unfortunate quality failures.
No clue, it’s possible that there are typographic settings, but I don’t know anything about iOS coding. I’d expect a simple label to include these features out of the box!
