Oregon had an election May 19 and still is only 95% done counting, and won’t certify results for another couple weeks. For the same reasons as California: Making sure every legitimate vote counts, and counting them accurately.

Well, one less reason: I don't think they use the horrifically bad jungle primary scheme. That militates toward people hanging on to ballots. I hope our state legislature takes this as a lesson and puts forth a ballot measure to undo the damage. I could hope for approval voting, but probably not.
