Depends what you mean. Dem politician, I don't think so. But OP said "no one in public life." Do media mentions count as public life? Here's mentions since 2020 (via MediaCloud). Some usage in conservative media, yes, but mostly outside of it. It's a publicly used derogatory term for Red states.

? Spectator and Town Hall are fully fascist. The difference between a mention in an article — not even knowing the context, which probably either accuses Democrats of being condescending or it’s used ironically — and the President saying it in a press conference is vast.
