Re: Council of Europe Conversion Therapy Vote I am writing to you in my capacity as a representative of the United Kingdom on the Council of Europe. I thank you for writing to me ahead of the session in January where the issue of a conversion therapy ban was discussed and voted on. Upfront, I wanted to tell you that I voted for the ban, and I am pleased that the vast majority of my colleagues did as well. This is a critical signal that this kind of abuse is no longer welcome in Europe, at a time when LGBT+ people are coming under increased threat continent wide. Additionally, I am pleased to announce that the Government in the UK has proposed a Bill to ban conversion therapy in the UK, and that as promised, this ban includes protection for trans people. This Bill will now undergo pre-legislative scrutiny, before being passed into law in this Parliament. This is a huge step forward, and one we have been waiting for. This Bill was promised under the last Government, but we have had to wait until 2026 to see the legislation. During the period of pre-legislative scrutiny, focus will be given to the right balance between legitimate prayer and coercion, safeguards against abuse by family and medical practitioners, and ensuring that the Bill is enforceable. I recommend you contact your own MPs if you have thoughts on the UK Bill. Thank you once again for writing to me. I am proud to have been part of this historic moment. It is a moment of hope for LGBT+ people Europe wide.

Thank you for taking the time to write to me about this incredibly important and difficult issue. I have received so many emails covering a wide range of points about the potential impact of the Code and please know that I take every single one of these very seriously. Following the Supreme Court judgment, the EHRC draft Code’s content on sex and gender reassignment has been updated and has now been laid before Parliament. However, the updates reflect the ruling that “sex means biological sex” by the Supreme Court. The code should provide workable guidance and NOT a substantive shift in rights. That is the reality of where we are, so I am fully focused on how we can constructively move forward from this point and I'm learning and reading about the implications and consequences. For those looking to get actively involved in shaping this conversation within the Labour Party I strongly encourage you to engage with LGBT+ Labour. They are the official LGBT+ affiliate of the Labour Party so they will continue to lead on this issue and advocate for the LGBT+ community. They have said they do not believe the Supreme Court ruling requires blanket exclusion of trans people from single‑sex services. Locally, our incredible Brighton & Hove City Council Leader, Bella Sankey, has taken a strong stand on this issue. Like Bella, I want everyone in Hove, Portslade and Hangleton - indeed, across the country - to feel safe, loved and valued by their community. I am not able to sign Early Day Motions due to my position as a Government Minister, however I absolutely agree with Bella that “everyone deserves dignity, equality and equity under the law”, and this belief will continue to guide me moving forward. Thank you for getting in touch and taking the time to flag these deeply concerning reports about parkrun. I’m a big fan of parkrun, and have been involved in the Hove Park one since the early days. It’s been amazing to see them grow and develop across the constituency (and country!) I cannot bear the thought of this beautiful thing becoming part of the attack on equality and an anti-trans campaigning ground. I've read these reports with a heavy heart; parkrun should be a space for endorphins and community spirit, not legal conflict. It's vital that we don't allow a 'two-tier' society to take root where certain groups are made to feel lesser or unwelcome in public spaces. That’s why I’m pleased that the government recently (February 2026) tabled amendments to the Crime and Policing Bill to make anti-LGBTQ+ hate crimes an "aggravated offence." This should be seen as a move to protect the community at a time when many feel targeted by ‘anti-trans lawfare’. Please also be assured that the Equality Act exists to protect us all and the Government is continuing to monitor the situation closely to ensure that our human rights framework is robust and inclusive values are upheld. Ours is essentially a tragic age, so we refuse to take it tragically. The cataclysm has happened, we are among the ruins, we start to build up new little habitats, to have new little hopes. It is rather hard work: there is now no smooth road into the future: but we go round, or scramble over the obstacles. We’ve got to live, no matter how many skies have fallen.
