(the next level of economy up is economy flex, basically full fare)

At that point, you're paying for luggage and slightly more flexibility. Given that luggage is $75 each way... there's the saving. But its LH Group. They'll find a way to bleed more money out of you.
as a source of actual revenue, why deny the ability to check baggage even at an increased price for a lower fare class?
