We found out my friend had a bad copy of Pokemon Green when she walked into a random house in Vermilion and suddenly encountered a level 81 Ninetales.

Turns out her dump differed from the verified rev 0 Pokemon Green ROM by 10 bytes, pictured here. Apparently, these bytes are pointers to things in the encounter table -- they point to other pointers in the table in the bad dump, leading to garbage IDs and levels.
