NEW: US labor market flows remained sluggish in April data released this morning, as hiring fell to the 3rd-lowest level since early 2013 The hiring rate fell to 3.2%, layoffs fell to 1.1%, quits fell to 1.9%, and job openings rose to 4.6%

Lower everything (except job openings) to me reads as employers and employees are nervous about the state of the economy, not quite ready to "lose seniority" by changing roles, even if there is a salary upside, and also not letting go of employees given the difficulty hiring.
