It says that under the Third Comm Super Soldier programs have been largely restricted or outlawed, but combing through the core book I couldn't find much else. Like what companies besides HA, if any, have a history with such programs, or if there are any significant figures who were products of such programs, or even what they could do and were capable of, if only for GMs to have a suggestion as to how crazy to get with the background.
