That vaccine campaign was halted because of a possible small but higher risk of vaccinee's developing Guillan Barre Syndrome (along with what turned out to be lower risk from that particular flu than had appeared at first). There is evidence that modern flu vaccines do not present a higher risk of contracting Guillan Barre Syndrome.
