Our use of LLMs have shown though that meaning organizes independent of agents, but each agent is like a mini world with meaning, and can try and change social meaning (intentionally or unintentionally).

Social media demonstrates this (and perhaps better). Ideas are not inert; they emerge from, organize and act on agents within the system. Agents also act within bounds (language, social rules, what gets people’s attention), but nonetheless can cause changes to meaning state. Top-down and bottom-up.
