I've done some further testing and this is either intended behaviour, or a bug. Or both. On a fresh WP installation, with no plugins, "Sticky posts: Include" will show all of the sticky posts regardless of the 'Posts per page' setting. But only on the front end.

What's happening in the back end is what I'm trying to achieve. I.e. return the single latest post regardless of whether it is sticky or not. Here's my solution...
