It would be interesting to see a cost breakdown analysis of how much a University stands to pay for extortion vs having thier own in-house system with associated security upkeep. A big part of the problem is everyone using the same system, so there's only 1 system to hack to extort everyone.

that's how most of these are resolved. insurance figures out how much it'll have to pay to remediate the damage if they don't pay ransom and then they just pay the ransom.
