The annotation reads "At the time “Albuquerque” was released, Albania was still struggling to transition to a reformist democracy following the country’s overthrow of its totalitarian dictatorship in 1992, having briefly collapsed into civil unrest during the first half of 1997 as a result of widespread corruption and economic malaise. As of 2022, it is still classified as a developing nation (albeit one in the Global North) by the International Monetary Fund and United Nations. Given this, it would be unsurprising for someone in 1999 to encounter folks from Albania who can’t afford to shower regularly."
