One thing is clear: while bourgeois democracy’s real goal is to deprive the broad proletarian and petty-bourgeois masses of all influence in the control of the State, which is reserved for the big industrial, banking and agricultural oligarchies, the proletarian dictatorship has to involve the broadest layers of the proletarian and even the quasi-proletarian masses in the struggle that it embodies. Only those who are the victims of democratic prejudice could imagine that attaining this end requires the setting up of a vast mechanism of electoral consultation. This may be excessive or – more often – too little, because this form of participation by many proletarians may result in their not taking part in other more active manifestations of the class struggle. On the other hand, the intensity of the struggle in particular phases demands speed of decision and movement and a centralised organisation of efforts in a common direction. In order to combine these conditions the proletarian State, as the Russian experience is teaching us with a whole series of examples, bases its constitutional machinery on characteristics which are in open contradiction to the canons of bourgeois democracy.

For the democrat, the essence of fascism is that it openly uses “illegal” violence and abolishes democratic rights and freedoms. And it is precisely against this that they whine so pitifully. For us there is neither reason to whine, nor to be satisfied with such a characterization. We have always denied that the class struggle could be refereed by an allegedly superior authority, like a football match; we have always maintained that the working class cannot conquer political power democratically, that even the most democratic constitution serves to protect the capitalist form of production, that democracy masks the dictatorship of the bourgeoisie even when it is not – like it has done so often – drowning the labor movement in blood. Rejecting violence, invoking the legality of democracy, means renouncing the revolution from the outset! By contrast, we rejoice when the bourgeoisie throws off the velvet glove of democracy, openly shows the workers its iron fist and thus proves to them that there is no “justice” that stands above the classes; that the law expresses nothing other than the balance of power of the classes.

History has shown that in order to bring down the capitalist regime and to lead workers’ struggles in this direction, a dedicated organization specially created and prepared for this purpose is needed. This organization is called the Communist Party, an organization that treasures past experience so as not to repeat old mistakes, which can foresee situations and not be surprised. It is an organization which is able to resist repression because it does not feel that it has “spaces to defend” in this society. A Party that has a precise and proven plan in which the daily proletarian struggles, the assault on bourgeois power, and the political and economic measures to be taken after the overthrow of the bourgeoisie are framed. A Party that knows how to lead proletarian organizations not on the terrain of ephemeral partial achievements, but toward the final abolition of the exploitation of wage labor. A Party such as the Bolshevik Party tended to be, the Third International, or the Communist Party of Italy of 1921, which, we can proudly say, was defeated not by the fascist repressions which it resisted and to which it responded, but by the betrayal first of the socialists and then of the Stalinists. The proletariat lacks this today, and, without it, all the strikes, demonstrations, and riots in this world may come, but the power of the bourgeoisie will not suffer even the slightest cosmetic damage. Those who say they want to bring down this infamous regime must therefore be consistent and accept the instruments necessary for this purpose.
