Nah, you’re using it pretty widely and loosely. What is harm reduction for nicotine? (Hint: it’s not vaping). Once you get down to pure chemicals, there’s no harm reduction left to do.

Harm reduction for nicotine is reducing the harms of the mechanism by which it is delivered (e.g. switching from smoking tobacco to vaping). But even (legal) vaping has some harms, which can also be reduced by policies and technologies.
