We put one in this house in vancouver. 3 level. Large enough for a wheelchair and assistant. ~45k at the time. A commercial North American elevator might be 150k to 200k plus annual inspection fees etc and expensive parts due to the regulatory monopoly / restrictions.

This strikes me as being one of the cases where some large municipality (looking at New York) needs to negotiate a limited case exemption and provide a big enough market to make it worth exploiting. The 3- and 4-story walkup market there is *huge*. Think of the FAA and ultra-light aircraft.
