The Arrow Linen project received lots of comment. Some opponents testified saying, rents are too high and this should be a 100% affordable building, with no market rate units. What that position means—whether they intend this meaning or not—is "This lot should sit empty, like 431 Concord."

Later in that video the Bronx site applicant says they have no subsidies for the rent-capped units, because the process of applying for subsidies is slow and the funding scarce. The rent-capped units mandated by zoning code are effectively subsidized by profits from the market-rate ones.
