I like the idea of expanding the court to 13 and having cases heard by a random selection of 9 of those 13. The proposal here is way more ambitious but very interesting.

Real question: Congress passes a law expanding the federal judiciary and breaking up SCOTUS, turning it into a "jury" system as outlined here. Someone sues and it goes to the Supreme Court, which grabs its Calvinball gear and overturns it. How do you get around that?
