Teal is for unaffiliated voters who, under Colorado law, receive both D and R primary ballots- but may only return one. When a bipartisan team of election judges sees the teal envelope, they know they need to be sure only one ballot was returned. If both are voted and returned, they cannot count either ballot. A black patch on the envelope indicates voters who are "ID-required" (usually because it's their first time voting by mail) and the bipartisan teams of judges know to look for a copy of the voter's ID. Military and overseas voters get orange, because they may be received up to 8 days after Election Day under federal law. Hope this helps!
