The Scorned Fate Halo 3 BR skin remains unavailable as it is not in the Exchange in both the Featured Items and quarterly rotation. A 343/HS dev has commented on Reddit that they'll look into it but no date is set for when that'll change.
The updated Exchange with items that have never been available for years now unlockable permanently. On the top of the page still shows a quarterly rotation, with the OGX Magnum unavailable for unlocking until April. For context, I have managed to get every item in the Exchange in its previous weekly rotation. Assuming you had every Exchange item in the rotation prior to the update, you'll have to spend 101 Spartan Points for all the available Featured Items.
